“ 中堅・中小企業のITコンサルティングをやっていると，同じような問題に突き当たることが多い。筆者がよく遭遇する問題を三つ挙げるなら，（1）社長だけが突出して問題意識を持っている，（2）何事にもルーズな社風が根付いている，（3）ITの管理者が小さな王国を作っている，である。どれも簡単には解決できない難問であり，この三つに共通する弊害はエンドユーザーが動いてくれないことである。
